Allow city dashboard main photo uploading

Description

We soon have a data dashboard with a ton of cities, but many of them lack photos. The students in the course have been asking about uploading photos, and especially that main photo so that there are better visuals. This is great for us to prioritize because it will improve the look of the page. We need to have a way to upload this photo from the data contributor dashboard.

Okay this was now embedded. The option was added underneath the layers, as an extra section, so that people can upload "general" photos that aren't necessarily linked to a single type of infrastructure. I have made an instruction video for the course, and added it there (Spanish one done, English one underway). I have asked the students to upload photos for their city, so that we have a more visually appealing city list when we launch.
